Idaho ARES - ICS-205 Communications Planning Worksheet - Exercises
Served agencies and organizations manage incidents and events using the Incident Command System (ICS).
The Incident Command System provides a comprehensive set of forms to support incident management (see
DHS, FEMA, IOEM & ARES Resources)
Within ICS, communications management is performed by the Communications Unit Leader. Within
ARES, the Emergency Coordinator serves as the Communications Unit Leader. A list of
available frequencies / channels is maintained within a single ICS-217A Communications Resource
Availability Worksheet form. Communications planning then occurs in an ICS-205 Communications
Planning Worksheet, which draws assigned frequencies / channels from the ICS-217A form. The base
set of forms is provided by the Department of Homeland Security and FEMA. It is not unusual for
an agency or organization to make modifications of the forms to better fit their needs. Idaho
ARES has modified these forms to better support Idaho ARES activities, with modifications primarily
eliminating features of the forms that are not applicble to Amateur Radio (i.e. the removal of
memory zones and radio trunking related fields).
Within the Incident Command System, all activities, including training and exercises, are incidents.
Idaho ARES has provided some structure to incident naming that provides a consistent description format
that has the incident name indicate the type and location of the incident. Location information aligns
with the structure of the Idaho ARES organization, and from top-down, includes statewide, district and
county locales. Incident types include general planning, exercises, training, incidents & events,
and NET activities.
The ICS-205 publication facility is available to support all Idaho ARES activiites. Emergency
Coordinators, at all levels, have the ability to insert communications resources into a master
ICS-217A Communications Resource Availability Worksheet, and then create an ICS-205 Communications
Planning Worksheet, resulting in immediate publication of the ICS-205 on the appropriate pages
found under the Activities menu.
Idaho ARES membes should use the ICS-205 Communications Planning Worksheets as their primary
resource for participation and support of Idaho ARES activities. Idaho ARES membes should avoid
self-deploying to any incident, and should always contact their Emergency Coordinator and indicate
their availability to be deployed at the discretion of the Emergency Coordinator.

NOTES:
- The convention calls for frequency lists to show four digits after the decimal place, followed by either an N or a W, depending on whether the frequency is narrow or wide band. Mode refers to either A or D indicating analog or digital (e.g. Project 25) or M indicating mixed mode (Amateur Radio repeaters are Wide). D may be substituted with D*, C4FM, DMR, NXDN or P25 as appropriate. If M is indicated, the digital mode should be included with a / delimiting the M and the appropriate digital mode (i.e. M/D*). If expressing an HF digital mode, the preferred modem and insertion point should be indicated (i.e. MT63-1KL@1500, MT63-2KL@1500, etc.).0All channels are shown as if programmed in a control station, mobile or portable radio. Repeater and base stations must be programmed with the Rx and Tx reversed.
- Where receiver or transmitter tone access is shown, these may be overloaded for digital modes with appropriate terminology. For example, if a DMR repeater is indicated, the color code, time-slot and talk-group should be indicated, expressed as CC1, S1, TG31160.
- 60-meter channels, per FCC regulation, must be stored in memory.
- 60-meter operation, per FCC regulation, is limited to 100-Watts Effective Radiated Power (ERP).
- 60-meter digital operation, per FCC regulation, must be centered on the center of the channel (i.e. 1500 Hz up from the dial frequency). The primary allocation for the 60-meter channels is for Federal use and is issued by the NTIA, where NTIA rules impose this requirement. The FCC rules, which govern Amateur Radio operations with a secondary allocation on 60-meters, impose the same requirements on the Amateur Radio operator as the NTIA rules impose upon the Federal operator.
- 60-meter digital interoperability operations, involving FEMA Region X and using MT63-1KL or MT63-2KL should have the station configured to enable receive Read Solomon ID (RSID) so that modem selection will automatically track the transmitting station. With FLDIGI, check the RxID box at the top right of the window to enable receive RSID.
- The Brandmeister DMR Network supports several DMR Talk-Groups in support of Idaho ARES operations. The statewide talk-group is 31160. Color Code and Time Slot access should be programmed in accordance with the requirements set by your local repeater operator or for your own DMR hot-spot device. Because of the large variability in operating frequency, color-code and time-slot, access details are not listed here.

MODE REFERENCE NOTES:
- Forward Error Correction is abbreviated as FEC. Modems that implement FEC are preferred for EMCOMM as they result in higher data fidelity.
- Comma separated concatenation of modes is allowed (i.e. D-MT63, OLIVIA, PSKR).
- PSK, D-MT63, OLIVIA, PSKR, MFSK, THOR, THROB, CONTESTIA are centered on 1500 Hz. The use of RSID (i.e. TxID and RxID enabled in FLDIGI) is strongly recommended so that modem changes made by the NET control station will result in automatic modem changes at the receive station. Sound card sample rate calibration is highly recommended for these modes.
